Foundation Board

The mission of the Beaufort County Community College Foundation is to provide broad-based community support for the college in achieving its educational goals. The Foundation seeks to achieve this mission through the solicitation of private gifts of money, property, and services and by the management of such assets to enhance the educational programs and services offered by the College.

Mandy Jones (Chair)

Profile for

Mandy Jones is a retired counselor who worked at BCCC for 22 years. In addition to counseling students, she taught the College Student Success course and served as the advisor for Gamma Beta Phi for 15 years. Jones and her husband Phil split their time between Washington and Manteo. She received her Bachelor of Science in Social Work from East Carolina University and a Master of Arts in Adult Education. Jones established an endowment in honor of her parents, James and Evelyn Smith to commemorate their life-long love of learning. James Smith, an accountant, was one of the early instructors at BCCC in continuing education, teaching tax preparation classes. Jones and her husband enjoy spending time with their grandchildren Bryson, Braydon and Emorie.

Penny Sermons (Vice Chair)

Profile for

Penny Sermons has served as the director of the Learning Resources Center/Distance Learning at BCCC since 1998. She holds a Master of Library Science from East Carolina University, a Bachelor of Science in History from ECU and a Distance Learning Administration Certificate also from ECU. Her volunteerism includes work with the Literary Task Force, Historic Bath Commission and the State Library Commission. She was awarded Community Leader of the Year 2013 for Beaufort County.

Cindy Baldwin

Profile for

Cindy Baldwin is a graduate of Virginia Commonwealth University in Communications. She began her career at IBM as a marketing representative and started Baldwin Homes, Inc. in 1994 with her husband John. Baldwin built over a hundred luxury homes in the Raleigh market, and today she runs Servpro of Bath and Roanoke Rapids, a fire and water restoration company. Baldwin serves as treasurer on the Bath Historic Commission, and she is an active member Washington noon Rotary, as well as counselor with her church women’s organization. In her free time, she loves hiking, cycling, and having fun with her five children and eight grandchildren.

Zina Burbage

Profile for

Zina Burbage is a paralegal at Rodman, Holscher, Peck & Edwards, P.A. She lives in Belhaven with her husband David and holds a degree in paralegal technology from Pitt Community College. The mother of Gray Burbage and Davey Little, she is involved with Bath United Methodist Church, the Beaufort County Choral Society and Martha’s of Belhaven. She also enjoys horseback riding, kayaking and stand-up paddleboarding.

David L. Clegg

Profile for

David Clegg has been the county manager and county attorney for Tyrrell County since 2013 and was appointed by Tyrrell Board of County Commissioners as the first county manager. He served as the assistant secretary of the NC Department of Commerce and the deputy chairman of the NC Employment Security Commission. He holds a Juris Doctorate from University of South Carolina School of Law, a Master of Arts in Theater and Speech from University of South Carolina and a Bachelor of Arts in Government from Hampden-Sydney College. He is currently a member of the boards of Partnership for the Sounds, Pocosin School of Fine Arts and the Miss North Carolina Pageant.

Trina Cobb

Profile for

Trina Cobb has served as an assistant at the Learning Resource Center at BCCC since 2014 and a facilitator for the North Carolina Information Highway program. She holds an Associate in Applied Science in Medical Office Administration from BCCC and participated in the work-study program while attending BCCC. She enjoys fishing and cooking. She and her husband Milton have seven children. They attend Temple of Joy Pentecostal Faith.

Betty Cochran

Profile for

Betty Cochran served as a part of the BCCC faculty from 1973 to 2002. In her tenure at the college, she began as an instructor of English, then became Lead Instructor of English, and finished her career at the college as Chair of the Division of Arts and Sciences. She was twice selected as Instructor of the Year, and in 2001 was a finalist for North Carolina Community College Instructor of the year. She is a member of Saint Peter’s Episcopal Church, a charter member of Olde Town Book Club of Bath and O’ Henry Book Club of Washington. She is a graduate (BA and MA) of Lamar University in Beaumont, Texas. She is married to William (Bill) Cochran and they have two daughters, two sons and eight grandchildren.

Greg Coltrain

Greg Coltrain is the CEO/GM of TriCounty Broadband. He lives in Belhaven with his wife Tiffany and their children Mara, Austin, Jewel, Kaylyn, Mollie and Mallorie. He earned an Associate in Science in Pre-Business Administration from BCCC. He is involved with First Baptist Church and serves on the Bright Futures Board.

David C. Francisco

David Francisco has practiced law in Washington and the surrounding counties for over 41 years. He was appointed the county attorney for Beaufort County in 2015. He earned his undergraduate degree from Virginia Commonwealth University and his Juris Doctorate from Wake Forest University School of Law. He and his wife Barbara have strong ties with BCCC. In addition to his county work he represents a number of organizations and corporations. He has been a member of the Washington Kiwanis Club since 1975 and currently serves as a director. The couple attends St. Peter’s Episcopal Church where they both have been active. They enjoy traveling and spending time with their grandchildren who also live in Washington.

Betty Gray

Profile for

Betty Gray lives in Washington with her husband Rick. She earned her BA in History from Duke University. Gray was a reporter for the Durham Morning Herald, East Carolina Reminder and Washington Daily News. From 2003-2016 Betty worked for BCCC as the public relations coordinator. She is a charter member of the Society of Environmental Journalists and member of Washington Noon Rotary.

Dr. Jeffrey Larson

Dr. Larson has over 35 years of experience in mental health and education. He provided services to children and youth in public and private schools, residential settings and private practice. Dr. Larson has worked as director of special education services, psychological services, and related services in Virginia, New York, and North Carolina. He served in leadership roles on several local, state, national, and international mental health and educational organizations. He earned his undergraduate degree from Florida Atlantic University and graduate degrees from Radford University and Virginia Tech. Dr. Larson and his wife Tara reside in Beaufort County. He serves on the Salvation Army Board, board of directors of the Washington Evening Rotary and volunteers for Meals on Wheels.

Steven Nobles

Profile for

Steven Nobles holds a Bachelor of Science in Business Administration with a concentration in accounting. He is a licensed real estate broker in the state of North Carolina. He has served on the board of directors and the executive committee of the Washington- Beaufort County Chamber of Commerce, the president of the Washington Jaycees and the president of the Washington Yacht & Country Club. He and his wife Judy live in Beaufort County. They enjoy boating, sailing and spending time with his mother, Grace Bonner. He and his mother are members of St. Peter’s Episcopal Church and Judy is a member of the First Presbyterian Church.

Kate Phelps

Kate Phelps started her banking career in 1997 with Triangle Bank in Chapel Hill and stayed with the company through 2012. She joined Wells Fargo Bank and currently serves as the Washington Market President, handling business banking for both Beaufort and Pitt Counties. She was Chocowinity Primary’s School’s PTO President for 5 years. Presently, she serves on the local advisory board for Boys & Girls Clubs of the Coastal Plain and Beaufort County Committee of 100. In 1997 graduated from Vanderbilt University. She has a 10-year-old daughter, Savannah, and 12-year-old son, Harrison. As a pastime she loves boating, fishing and being at the beach with her kids.

John Rebholz

Profile for

John Rebholz attended Oakland Community College in Michigan and then Oakland University. He worked first at Montgomery Ward and then for 31 years at Ford Motor Company in sales and marketing. He and his wife Shelly have three sons and six grandchildren. Rebholz is Board Treasurer of Ruth’s House and Open Door Community Center. In addition, he serves on the Board for Inner Banks Legal Services, an Elder at First Presbyterian Church and President of the Cypress Landing Home Owners Association.

Jerry Rhodes

Jerry Rhodes served as county manager for Washington County until 2015. He previously worked with Washington County Department of Social Services for over 32 years. He holds an Associate in Arts from College of the Albemarle, and a Bachelor of Arts in Psychology and Master of Social Work from East Carolina University. Rhodes was awarded the Order of the Long Leaf Pine upon his retirement. He lives in Plymouth with his wife, Rita and they have two sons. They attend First Baptist Church, and in his free time, Jerry enjoys gardening, boating, camping and reading.

Paul Spruill

Profile for

Paul Spruill was appointed the county manager for Beaufort County in 2003. After eight years with Beaufort County, he accepted a position as the general manager and CEO with Tideland Electric Membership Corporation in 2011 where he is currently employed. Spruill holds a Bachelor of Arts in English from Wake Forest University and a Master of Public Administration from the UNC-Chapel Hill School of Government. He lives in Washington with his wife, Keely. Spruill is a volunteer with the Northeast Regional School of Biotechnology, and is affiliated with numerous civic organizations such as the Blackbeard District and Boy Scouts of America. He enjoys fishing in his free time.

Dr. Laura Staton

Dr. Laura Staton is a retired occupational medicine physician, living in Beaufort County since 2005. A native of Independence, MO, Dr. Staton earned a bachelor’s degree in public health education from Loma Linda University in Loma Linda, CA and a doctor of osteopathic medicine from the University of Health Sciences College of Osteopathic Medicine in Kansas City, MO, completing her post graduate work in Garden City, MI. She earned a master’s degree in Public Health from the Medical College of Wisconsin in Milwaukee. Dr. Staton has worked as an occupational medicine physician with the US Air Force as a flight surgeon; with the US Postal Service as the Senior Area Medical Director; with US Airways as the medical director; and as medical director of a private occupational medicine consulting business. Dr. Staton on the board of directors of Eagle’s Wings Food Pantry. She was appointed to the BCCC Board of Trustees by Gov. McCrory in 2013, and served as Board Chair from June 2015 - June 2017.

Arthur Williams

Arthur Williams is a retired representative from the North Carolina General Assembly, where he served for eight years. He served in the US Air Force for four years. He and his wife Ginny live in Washington and have two children and five grandchildren. He is a member of First Presbyterian Church, the president of the Bunyan Ruritan Club, a co-chair of the NC Sportsman’s Caucus and serves on the advisory board for First Bank. He enjoys raising black labs.

Charles (Chuck) Williams

Chuck Williams is the vice president/city executive of Southern Bank and Trust Company. He holds a Bachelor of Science in Political Science and a Master of Business Administration from East Carolina University. He attended the Graduate School of Banking at Louisiana State University. He and his wife Paula have two daughters ages 15 and 12. He attends Wilkinson Church of Christ.

Richard Zablocki

Profile for

Richard is a retired Chief Warrant Officer and project manager from both the U. S. Navy (20 years) and computer service contract companies (23 years). He earned a BS in business and management from the University of Maryland, and a MS in Organization Development from Johns Hopkins University. He and his wife Mickie saw their daughter Stephanie complete the Medical Technician course at BCCC and go on to work as a worked as a phlebotomist at the former Beaufort County Hospital. He has served as VP of the Pamlico-Tar River Foundation (now Sound Rivers). He builds handicap ramps with the Caring Christian Carpenters, does repairs with his church Disaster Emergency Response Team, teaches paddle craft safety for Boy Scout Leaders, and leads projects with the local Coast Guard Auxiliary Flotilla. He is currently the president of the fledgling Historic Port of Washington Project. Mickie and he travel a lot and enjoy sailing and paddling in North Carolina and Florida.

Bill Zachman

Bill Zachman is a retired CPA from Seller, Zachman, Singleton & Associates. He and his wife Katherine live in Bath and have three children: Alyson, Bill Jr. and Kathy. He received a Bachelor of Arts in History from Northwestern University and attended graduate school at East Carolina University for accounting. He is the chair of the Washington Tourism Development Authority and a member of the executive committee of the Beaufort County Committee of 100. He and Katherine are marriage and family dynamics teachers at Harvest Church.
